Prof. Dr Cemal TALUĞ was born in Ödemiş district of İzmir in 1948. He completed his primary and secondary education in Ankara. He graduated from the Faculty of Agriculture of Ankara University and then matriculated to the Department of Agricultural Publication and Communication within the faculty in 1971. He completed his PhD studies in 1975, with his work on “the dissemination and adoption of innovations in agriculture.” He became an associate-professor in 1983.
Between 1986 and 1989 he worked as an international expert researcher in Pakistan on MART / AZR, a project of the International Center for Agricultural Research in the Dry Areas (ICARDA),. He also participated as an advisor on numerous projects and workshops for the Food and Agriculture Organization of the United Nations.
At the end of 1989, he returned to his teaching post in the Department of Agricultural Economics in the Faculty of Agriculture of Ankara University. He was promoted to full professor in 1990. He was the coordinator of International Relations of Ankara University between 1994 and 1996. Prof. Taluğ was appointed to the post of vice-rector of Ankara University between 1997-2000, and was elected dean of the Faculty of Agriculture of Ankara University for the 2004-2008 term.
In accordance with his belief in the importance of the use of experience obtained in academic research in the best interests of society, he took part in many non-governmental organizations and professional institutions at different levels. Some of the duties undertaken by Prof. Taluğ in such institutions are as follows: President of TMMOB – Chamber of Agricultural Engineers (1977), Academic Committee Member in the Turkish Education Association (1992-1998), Member of the Board of Trustees at TEMA – The Turkish Foundation for Combating Soil Erosion, for Reforestation and the Protection of Natural Habitats (2002- ) and Member of The Advisory Board of the UNICEF National Committee of Turkey Child Friendly Cities Project (2006- ).
Prof. Dr. Cemal Taluğ is married and has two children.
